If a taxi driver refuses to use the meter or won't go to your destination, just find another taxi - it's very common. Don't argue; simply say "ไม่เป็นไร" (never mind) and try the next one. Always insist on "ไปเมตเตอร์" (by meter) - it's your right and usually cheaper than negotiated fares.
